Webserver shell marker, Windows instance cleanup

A small plumbing week. Shell profiles can now tell when they’re being loaded for the tray-managed webserver, and on Windows the hotkey closes the old launcher again without touching open webview windows.

The tray-launched webserver runs with PROJECT_SWITCH_WEBSERVER=1 (passed into WSL via WSLENV), so shell profiles can detect it and skip interactive setup

On Windows, pressing the hotkey again closes the previous launcher while leaving open webview windows alone; the process query it relied on was invalid WQL
